These jurisdictions have officially adopted IRC Appendix Q (or Appendix AQ). This explicitly legalizes tiny homes on foundations, permitting lofts, steeper stairs, and lower ceiling heights. Many also allow Park Models in designated RV lots or as modular anchored homes.

Rural & Unincorporated

Includes: Coffee, Conecuh, Coosa, Covington, Crenshaw, Cullman (Rural), Dale, Dallas, Elmore, Escambia, Etowah, Geneva, Greene, Hale, Henry, Jackson, Lawrence, Limestone, Lowndes, Macon, Marengo, Marion, Marshall, Morgan, Perry, Pickens, Pike, Randolph, St. Clair, Shelby, Sumter, Tuscaloosa (Rural), Walker, Washington, Wilcox, and Winston.

These counties have no building or planning departments for unincorporated land. Tiny houses are allowed by default as no legislation prohibits them. Shelby County specifically allows axle-built homes on any legal lot in unzoned areas.

Metro ADU Hubs

Includes: Jefferson County and Huntsville.

Jefferson County allows ADUs up to 200 sq ft. Huntsville does not follow Appendix Q, but allows small units as long as they provide 150 sq ft for the first occupant and 100 sq ft for each additional occupant. Permanent foundations are strictly required in these hubs.

In these areas, the county either lacks a website/department or defers all housing decisions to city/town governments. Dothan specifically allows park models ONLY in zoned RV parks. Tallapoosa follows 2015 IBC which has no tiny house provisions. You must contact the specific Property Development or Inspection department for these jurisdictions to find a path forward.
